CANADA WAS A FREE COUNTRY - UNTIL THEY STARTED GIVING IT AWAY


"The fate of 50 children, [some as young as eight] sent alone from China
to find work in Canada, remains up in the air.  ...

The children have told Immigration workers they were put on a boat and
told to find work on The Golden Mountain -- the term used by the illegal
migrants to describe Canada. ...

The situation is as expensive as it is strange, says [Children and
Families Minister Lois] Boone. Each child will cost $8,200 a month to
keep in care, which continues until the child's fate is determined.

Boone can't understand why so many parents risked sending their children
across the ocean on ships that were barely seaworthy. (excerpted> CBC

                  CAN'T SHE, REALLY?

IT'S PATENTLY OBVIOUS TO US THAT THESE CHILDREN ARE WILLING TO DO JOBS
THAT CANADIAN CHILDREN DON'T WANT TO DO.

WHILE SOME ANALYSTS FEAR THEIR PRESENCE MAY DRAG DOWN WAGES IN THE
EXPLOITED CHILD MARKET, OTHERS INSIST THAT IF ADULT CANADIANS ARE
EXPECTED TO COMPETE WITH DESPERATE ILLEGALS FOR LIMITED EMPLOYMENT
OPPORTUNITIES -- WHY NOT EXPLOITED CHILDREN?

HUMAN RIGHTS ADVOCATES NOTE THAT CANADA FACES A CHRONIC SHORTAGE, NOT
JUST OF ADULTS INDENTURED TO TRIAD GANGSTERS, BUT OF EXPLOITABLE
CHILDREN AND/OR ON-THE-SPOT-NOVELTY-ADOPTEES (TO SPARE POTENTIAL
CANADIAN PARENTS THE INCONVENIENCE OF A "SHOPPING TRIP" TO CHINA OR
ELSEWHERE).

OUR MARY POPPINS NOTIONS ABOUT THE SANCTITY OF HUMAN LIFE ARE NOT NEARLY
AS WIDESPREAD AS WE MIGHT LIKE TO IMAGINE: THE BUYING AND SELLING OF
HUMAN BEINGS IS A COMMONPLACE IN ASIA AND AFRICA.

TO NAME JUST TWO OF THE MOST FAMOUS EXAMPLES OF "UNACCOMPANIED
CHILDREN": 

  -- AFTER EACH HAJ, SAUDI ARABIA ROUTINELY DEALS WITH HUNDREDS OF
     CHILDREN THAT HAVE "INADVERTENTLY" BEEN LEFT BEHIND.

  -- FOR YEARS, GERMAN BOARDING SCHOOLS HAVE ACCOMODATED PLANELOADS OF
     UNDOCUMENTED CHILDREN WHO JUST "TURN UP" (PREDOMINANTLY FROM SRI
     LANKA).

          WAKE UP CANADA - IT'S STANDARD OPERATING PROCEDURE.

        IT'S NICE TO KNOW THAT IN A CERTIFIABLY LUNATIC
      SITUATION, SOME THINGS REMAIN UTTERLY PREDICTABLE...


DAY 5 UPDATE ... "Well, 77 of them MAY be heading home.  But don't break
out that imported champagne just yet."


AND NOW (DAY 7)... "Twenty immigrants among a group of 78 to be deported
will now be remaining in Canada until their refugee claims are heard.
Immigration officials were mistaken in thinking the 20 hadn't filed
refugee status claims." (CBC Newsworld, Wed Aug 18 1999)


"'I am embarrassed as the manager of this operation,' said Jim Redmond,
the Immigration Department's area manager. 'This is an act of omission,
an error, not of commission. I don't believe there is any bias.' Added
John Kent, area chief of appeals, 'I would describe this an unfortunate
incident but easily rectifiable.'" (Victoria Times Colonist, Wed August
18, 1999)  - Lucky BC taxpayers!


        ...  THANK THE CANADIAN COUNCIL FOR REFUGEES:


AND NOW (DAY 7) "The Canadian Council for Refugees found the error. A
refugee advocacy agency had sought a review after hearing complaints
about the screening process." (CBC Newsworld, Wed Aug 18 1999)

THE DAY 4 UPDATE ... "president of the Canadian Council for Refugees
(Francisco Rico-Martinez) [said] 'Canada receives less than three-tenths
of one per cent of the world's refugees. Contrast this with Pakistan,
which has by itself 10%.' Is he saying that if we take in ENOUGH
refugees we'll be able to enjoy the same standard of living as Pakistan?
Sorry, the advantages just aren't immediately obvious."


* Currently fifty-eight of the illegals been ruled ineligible to stay in
Canada.  A determination legal aid lawyers may appeal to the Federal
Court.


WHAT'S THE POINT OF THIS RUINOUSLY COSTLY SYSTEM WHEN EVERYBODY GETS IN?

"The bill to Canadian taxpayers to house and process the 254 migrants
who want to find work in Canada is already approaching $1 million,
Immigration Canada says.

That bill doesn't include costs to the RCMP, the military, Fisheries
Canada and other government departments."

"The nine Koreans accused of transporting the migrants to Canada made a
brief court appearance yesterday to face charges of smuggling humans.
Charged under the Immigration Act are: Dook Yun Im, Sun Kun Ko, Sang Sin
O, Chang Young Kim, Juh Un Kim, Chung Un Choi, Chong Sub Park, Yang Kuk
Cho and Young Ho Kim. ... There was confusion as the judge hearing the
case initially closed the court to reporters for health reasons. The
judge then said reporters could attend -- if they wore surgical masks.
... It is unclear why the judge ordered masks be worn in court."

PERHAPS THE JUDGE READS THE JOURNAL OF THE AMERICAN MEDICAL ASSOCIATION,
THIS WEEK:

"Nearly on-third of the world's population is infected with the
bacterium that causes tuberculosis.  ... The study, by the World Health
Organization, blamed poor control strategies for the situation, adding
that more than half the new cases reported in 1997 occurred in five
Southeast Asian countries.  ... The researchers said Southeast Asia
accounted for the largest number of tuberculosis cases, with 44 per cent
of the area's population infected."  (Globe and Mail, Wednesday, August
18, 1999)

THIS MORNING THE CANADIAN SECURITY INTELLIGENCE SERVICE (CSIS) WOKE UP
TO FIND THAT A HACKER OF A DIFFERENT SORT HAD ALTERED THEIR WEB-LOGO TO:
CANADIAN SECURITY ILLEGAL SERVICE.

NEVERTHELESS, THEY DID MANAGE TO PREDICT AN INFLUX OF ILLEGALS LONG AGO.
THAT REALLY MAKES YOU WONDER WHY THE APPEARANCE OF BOTH LOADS SENT
IMMIGRATION INTO SUCH AN ILL-PREPARED DITHERING TIZZY OF INEFFECTUALITY.

"'Canada should anticipate the arrival of large numbers of Chinese boat
people off the Atlantic and Pacific coasts in the years to come,' said a
report published by CSIS in April, 1994.

Asia analyst Paul George wrote that increased industrialization in
Chinese cities meant that millions of rural Chinese citizens,
particularly in the province of Fujian, were facing unemployment. As
well, 10 million Chinese come of age each year in the massively
populated nation, and there just isn't room in the economy to absorb
them, the report states.

``By extrapolation, it is estimated that China will have some 200
million surplus workers by the end of the century,'' the CSIS report
said. ``As a result, a massive internal migration is under way in China.
This so-called `human avalanche' is already moving to the major coastal
cities in search of work.''

The two boatloads of Chinese migrants found off the coast of B.C. this
summer have both been from Fujian.

``The breakdown of law and order will increase the opportunities for the
Triads and other gangs to increase their activities in people
smuggling,'' the CSIS report said.

While most of the migrants were heading for the presumably golden
pastures of the U.S., some would attempt to pass through Canada, and
some might stay, the report said.

* * * ``It can be anticipated that the arrival of large numbers of
Chinese migrants by boat would reinforce anti-economic immigrant
sentiment in Canada and create significant political problems for the
government,'' the report said. * * *

A CSIS agent contacted in Ottawa Tuesday would not comment on the
report, saying only that the mandate of his agency is to report to
Parliament and not to the public."
